Breach of Council Code of Conduct Found Proven - Cornwall Councillor Dulcie Tudor (Lib Dem) Threemilestone

Following eleven written official complaints lodged, including one by 'Kernow Matters To Us' (KMTU), a breach of the Code of Conduct has been proven against Cornwall Councillor Dulcie Tudor (Lib Dem) Threemiletone.

In a Decision Notice received from Cornwall Council dated 20th August, 2019, it is stated that the Monitoring Officer having considered all evidence submitted found Cllr Tudor to be in breach of the following articles of the Code of Conduct:

Para 2.1 You must treat others with respect

Para 2.5 You must not conduct yourself in a manner which is contrary to the Council’s duty to promote and maintain high standards of conduct by Members

Cllr Tudor is required to issue a public apology within 28 days of the date of the Notice.

The complainants including KMTU alleged that during the course of a public protest outside at Council offices at New County Hall, Truro, Cllr Tudor spoke to a reporter from a local radio station stating her views on the protest which was taking place in respect of the ‘overdevelopment’ of Cornwall.

It should be noted that other Councillors were also present and were spoken to during the protest who understood the views of those present.

Cllr Tudor spoke to protesters present prior to be approached by a local reporter. During the discussion with the report Cllr Tudor acknowledged that she had had a ‘vigorous’ discussion with some of those present and understood their rationale for the protest.

During the interview, Cllr Tudor stated the following

“…I totally get where they’re coming from, I totally get it. Apart from the few select people here who are some sort of sinister underbelly of Cornish nationalists, apart from that I totally get it….”

KMTU welcomes the findings and robustly condemns all those, including those holding elected public office who use derogatory language against Cornish people, some of them Cornish patriots, and indeed others who peacefully and democratically express their concerns regarding what they believe to be the over development and urbanisation of Cornwall and destruction of its environment and heritage. Members actively monitor media and all such breaches will be reported to official bodies by way of formal complaint, including to law enforcement agencies and the Council of Europe where appropriate.

Cllr Tudor does have a right of appeal.
